Police investigate a reported road rage shooting in Arlington.

Arlington police are investigating an apparent road rage shooting that took place the city's southeast side Friday afternoon.

Police said a driver called 911 at about 2:30 p.m. saying he had been shot while driving southbound on state Highway 360 near the exit ramp for westbound Interstate 20. 

The driver told police another motorist pulled up next to him, pointed a gun at him and shot at his car.

The victim has non life-threatening injuries and is expected to survive, police said.

The I-20 exit ramp from southbound SH 360 was closed for about two hours while police conducted their investigation.   Drivers are warned to expect delays in the area through rush hour.

At this time, the investigation is ongoing and police have not released a description of the gunman's vehicle.

The suspect in a series of sexual assaults in the Lake Highlands neighborhood of Dallas will comply with a court order and submit to testing for sexually transmitted diseases, according to his attorney.

Dallas police arrested Cesar Benitez, a Mexican national also known as Pino Porcayo, in early April. According to investigators, a DNA sample taken from Benitez matches samples taken from three rape victims in attacks between late February through mid-March.

A Dallas County grand jury indicted Benitez in the three assaults in June.

The court order requesting the STD testing was issued this week and was initiated by a petition from one of the victims, according to court documents. The testing will include a screening for HIV and AIDS.

John Key, a Dallas attorney who represents Benitez, told NBC 5 that his client would agree to the testing but, in doing so, does not admit to any wrongdoing.

A trial date for Benitez has not yet been set.

Apartments are going up at 1600 Pennsylvania Avenue, but your housemates definitely won't be the Obamas.

A developer petitioned the D.C. government to acquire the 1600 Pennsylvania Ave. Southeast address, a ways away from the first family's Northwest abode.

The Southeast land is now home to a used car lot, but decades ago, it was a go-to haven for drug addicts. The 1600 Pennsylvania Ave. SE apartments are set to go up in 2015, and not everyone is impressed by the marketing scheme selling the famous address.

"I don't think it's funny," one Southeast resident told News4's Mark Segraves. "They're just throwing up places right now trying to inconvenience other people."

Tourists visiting the White House however have a different attitude.

"Oh wow! That sounds interesting" Lottie Polk said.

The developer tells News4 the 5-story building will look over the Anacostia River and will in no way resemble the White House.

8-Month-Old Child Left in Car Dies

An 8-month-old child is dead after his mother allegedly accidentally left him in a hot car all day while she was at work.

According to police, the Virginia woman drove to work in Arlington, forgetting she had left her baby in the car. When she left work Friday afternoon she saw her baby in the car and immediately drove to INOVA Alexandria Hospital just after 4 p.m. The baby was pronounced dead.

An investigation is pending.

Police recommend parents of young children are extra careful during hot summer months.

"Slow down and be careful... try not to let things get too busy," Lt. Mark Bergin with the Alexandria Police Department said.

Also on Friday, a 16-month-old girl died after being left in a car for about four hours in Baltimore.

According to KidsAndCars.org, every year, approximately 38 children die from being trapped inside hot cars.

Guide Dog Spooked by Fireworks Is Missing

Everyone knows that dogs are a man's best friend, but Sidney, a 5-year-old black Labrador, is more than that. And now he's missing.

Sidney is Caroline Mosely's trained guide dog. Mosely is legally blind.

"We're trained to pay attention to him, and he's trained to pay attention to me," Mosely said. "He's trained to show me the steps. He's trained to stop at every entry doorway, so he lets me know I'm at a door."

Sidney leads Mosely to work every day and also travels with her on trips.

"He goes everywhere -- even airplanes, buses, trains, grocery stores, everything," she said.

Sidney disappeared from his Southeast Dallas backyard on Wednesday after being spooked by fireworks.

Moseley took Sidney's work harness off on Wednesday evening. To the dog, it means work is over and it's time for play. When she let him out in the backyard, she heard neighbors popping some fireworks.

When she opened the door to call Sidney in a few minutes later, he was gone.

"I get up, even now, and keep looking like, 'Can I go get him?' Or, 'I got to go feed him,' or, 'What is he doing?'" Mosely said. "Without him, it's just like something's missing. He's like my best friend. I look down for him every time, keep looking for him every time."

Mosely has checked the Dallas animal shelters, but no luck.

Sidney is a black lab with a white patch of fur on his chest and some white fur under his chin. The inside of his ears are tattooed with the code 449P.

The Moselys live near the intersection of Jim Miller Road and Forney Road. Anyone who might have seen Sidney can contact the Guide Dogs for the Blind at 1-800-295-4050, extension 4090.

Sidney was trained by the group Guide Dogs for the Blind. A local club, the Lone Star Guide Dog Raisers Club, plans to help Mosely find the dog in the neighborhood by posting signs and going door to door starting 11 a.m. Saturday.

Investigation of 6-Year-Old's Slaying Continues

Investigators were back out in the neighborhood of a 6-year-old Saginaw girl whose body was found in a street a mile away from her home. Businesses and residents plan to wear purple ribbons starting this weekend in remembrance of Alanna Gallagher.

The town of Saginaw is coming together for a tribute to slain 6-year-old Alanna Gallagher, the girl whose body was found bound and wrapped in a tarp in Saginaw on Monday.

Residents plan to wear either purple ribbons or clothing this weekend in memory of Gallagher, whose favorite color was purple.

Some residents tied purple ribbons around their trees.

One resident even petitioned local businesses to join in. Wal-Mart, Albertson's, Sonic and Country Acres day care will join the tribute, according to the Saginaw Texas News' Facebook page.

Mendi Preston, executive director of Country Acres, said the day car would hand out ribbons on Monday to staff and parents and wear them all next week.

"Although she wasn't a member of our school, she was a member of our community," she said. "And we want to show our support not only of family, but any of the children or parents or even the teachers here locally that were affected by this tragedy."

The day care sits not far from both where Gallagher lived and where her body was found. Preston said the slaying affected her personally, not only because her day care has many students Gallagher's age, but because she has an 8-year-old daughter.

"She was really concerned about it," Preston said. "We went over and placed a bear over at the memorial as well. It really reminded us to emphasize to her to be careful when you're outside and pay attention to close surroundings, never be out there by yourself, and make sure we're out there with you."

The memorial where the 6-year-old's body was found continues to grow. Nancy Moreno, who lives a block away from Gallagher, brought her young daughter to drop off a small teddy bear.

"We feel so bad for Alanna," Moreno said. "She was in same school as she. She was asking, 'Why?' I just decided to bring her so she could see how much people care."

The Saginaw Police Department, the FBI and the North Texas Major Case Investigative Team are working to solve Gallagher's slaying.

Gallagher's cause of death has not yet been determined, and investigators are still trying to establish a timeline of what led up to her death.

On Friday, officers were back in her Saginaw neighborhood, interviewing neighbors. Investigators left a home two doors down from Gallagher's home with a brown paper bag similar to what police use to collect evidence. However, it's unclear why they were there or if it was related to Gallagher's killing.

Gallagher's father said the family is devastated and not ready to talk to the media.

The FBI is offering a reward of up to $10,000 for information leading to the identification, arrest and conviction of the person or people responsible for Gallagher's death. Anyone with information is asked to call 682-888-3682 or 682-888-3684.

A school district investigation into a relationship between a Redlands teacher and a student with whom she's now accused of having a sexual relationship – and a baby – did not result in a report to police or child protective services, according to court documents filed Friday.

In May, the Redlands Unified School District questioned Laura Elizabeth Whitehurst – a Citrus Valley High School teacher who was arrested Monday on suspicion of unlawful sexual intercourse with a minor – as well as her alleged victim.

Whitehurst was at the time more than seven months pregnant, and police on Monday said the father was a teen student with whom she had an ongoing sexual relationship.

An affidavit submitted Wednesday to a San Bernardino County judge by Redlands police Detective Dominick Povero describes Whitehurst's alleged relationship with the teen, as well the school district's investigation into the pair on May 16 and May 17.

Povero was seeking a search warrant for school records related to the investigation, and San Bernardino Superior Court Judge Richard Peel on Wednesday granted him access to personnel files for Whitehurst, as well as her work emails and any relevant property on the Citrus Valley High campus. The document was filed in public court records Friday.

"Evidence from email communication and personnel files may show teachers, school administrators, and district administrators failed to report suspected child abuse as mandated," Povero wrote.

Whitehurst, 28, pictured in her booking photo below, was released from police custody Monday night on $25,000 bail. Police said she had given birth on June 18.

On Wednesday, police said investigators had learned of two other alleged victims since Whitehurst's arrest was made public.

One alleged victim was a freshman at the time of a sexual relationship in 2007 and 2008, which occurred at the same time as a similar relationship with a boy, now 23, who spoke to NBC4 about his experience with Whitehurst.

"There wasn't a thought of, 'I'm going to get in trouble' or 'Should I say something?'" Michael Cooper told NBC4 of a relationship he described during his junior year at Redands High School, where Whitehurst was his English teacher. "It's more of like, 'Holy cow, this hot teacher is into me.'"

The affidavit from Povero provides details of the police investigation into Whitehurst and the teen -- and into the school district questioning of the pair that took place more than six weeks before the teacher's arrest.

The court filing states that Redlands Unified Assistant Superintendent Sabine Robertson-Phillips had spoken to Whitehurst about her relationship to the  victim, described as "John Doe." Citrus Valley High Principal Bernard Cavanagh spoke to "John Doe," according to Povero.

But it was not until the alleged victim's mother contact school district officials – after Whitehurst gave birth – that educators got in touch with police, the affidavit states. That happened on Monday, when detectives went to speak with the "John Doe," who was 16 when the alleged relationship began and is 17 now.

The teen told detectives he had had an "ongoing" relationship with Whitehurst since July 2012, the document states.

"John Doe and Whitehurst met at a school sponsored trip to Disneyland, where they began communicating," the affidavit states.

Their sexual relationship included "numerous instances of sexual intercourse and sexual oral copulation" that continued weekly after Whitehurst became pregnant last September, according to the document.

Whitehurst told the teen he was her only recent partner and therefore the father of the child, Povero wrote. The teen attended the birth, according to the document.

In his presence, Povero had the teen call Whitehurst, who on the phone confirmed their relationship and that the teen was the baby's father, the detective wrote.

When Poverothen  spoke to Whitehurst in person, she confirmed the above details of the relationship, the detective wrote.

Officials with the San Bernardino County District Attorney's Office told NBC4 they expect charges against Whitehurst to be filed July 8.

School district officials on Tuesday issued a statement that said the district was cooperating with the investigation.

"The District was recently made aware of allegations involving a high school student and teacher. We immediately notified the police and placed the employee on leave," the statement read.

"Because we do not want to jeopardize the ongoing investigation, we are unable to comment further at this time," the school district statement continued. "We appreciate the quick response to our complaint by the Redlands Police Department. Our heart goes out to the victim and his family."

Miramar Police said they are investigating after a woman received an envelope containing white powder.

A Sunrise Hazmat team responded to 3051 SW 163rd Ave. in Miramar's Silver Isles neighborhood Friday evening, authorities said.

A piece of mail delivered to the home was addressed to a doctor who lives there. His wife, who is also in the medical field, opened it and found a powdery, creamy substance inside, postal inspector Ivan Ramirez said.

It turned out that nothing inside was hazardous, but the woman was scared and had a bit of a panic attack, according to Ramirez.

"Mailing, even if it's a hoax device, is a crime. It is a federal crime, it does carry some stiff penalties," he said. "You don't have to actually be successful in causing any real particular damage or harm to anyone."

A series of intimate dinners called Twenty at the Tower continues this month in Fort Worth where diners have no idea who's cooking until they arrive.

The pop-up dinners cost $75 a person and proceeds support the Fort Worth Food and Wine Foundation, which will host the inaugural Fort Worth Food and Wine Festival in March 2014.

"I love it! I love it!," said Gwin Grimes, chef/owner of Artisan Baking Company.  "When I had this opportunity (to be part of Twenty at the Tower), I jumped at it. It's a way for me to stretch as a chef and do something different."

Grimes doesn't own her own restaurant.  She turned a former fast-food joint into her culinary castle where she whips up bread, pastries, pastas, jams, jellies and preserves and sells them at the Cowtown Farmers Market.  She's there every Saturday, year round, and on Wednesdays in the summer.

She also teaches cooking lessons and is the featured chef at small, private dinner parties.

When her big night at Twenty at the Tower arrived, Grimes used locally-grown and locally-made ingredients for her "upscale blue plate special".

"We did six courses, five of which were vegetarian," she described. Some of her courses? "We did chicken fried portabellas with cream gravy, garlic thyme mashed potatoes and wine-simmered collard greens."

"I like to focus on fresh flavors, taking really great ingredients and do as little as possible to them," she said "So there's less to mess up."

And the reaction to her mostly veggie meal? "The plates came back empty, so that's the best reward a chef can get."

A Collin County fireworks vendor has filed a complaint that has launched a statewide investigation.

Nathan Bullard, owner of Mr. Big's fireworks in Lucas, said he believes some commercial-grade fireworks are mislabeled as consumer products and sold at retail stands across North Texas.

Bullard filed his complaint with the State Fire Marshal's Office on June 24 after a friend purchased an Eruption Rocket from another vendor. The firework's label has all the necessary warnings and also clearly states that it's a consumer product.

"This one in particular stands out," Bullard said. "It's way more powerful than anything that I sell."

Bullard tested the rocket against other consumer-grade rockets and filmed it as evidence. The consumer-grade rockets split a watermelon into large chunks, but the Eruption Rocket vaporized the melon into nothing and left an imprint in the plywood and on the ground where it sat.

"These products right here that are being sold over-the-counter to consumers that have no idea what they're buying -- these are dangerous, and I don't want somebody to get hurt," Bullard said.

Only licensed pyrotechnicians can purchase commercial-grade fireworks.

The State Fire Marshal's Office confirmed that an investigation is open and active.

Bullard is highly critical of the response to his complaint thus far.

"Where there's an immediate danger, they should step in and find them, and they haven't," he said.

A spokesperson for the State Fire Marshal's Office said some vendors are voluntarily taking Eruption Rockets off the shelves. But state investigators do not have the authority to simply pull the products from stands until the items are tested and graded as being commercial-level products.

The Consumer Protection Safety Commission, which regulates fireworks compliance, told Bullard his video demonstration was not enough.

A CPSC representative confirmed that one of its investigators emailed Bullard about his concerns. In the email, the investigator told Bullard that his video does not prove the fireworks are mislabeled.

"Cool demonstration, but that doesn't show whether the device is in compliance or not," the CPSC investigator wrote.

In other emails, the investigator said the CPSC would focus on America's ports and stopping the supply of illegally imported fireworks.

Bullard said his goal is simple -- to keep commercial-grade products out of the hands of everyday people because accidents and injuries can give his industry a black eye.

Saginaw Child Found in Tarp Identified

The child whose body was found bound and wrapped in a tarp in Saginaw on Monday has been identified as 6-year-old Alanna Gallagher.

Saginaw police said Wednesday afternoon that Gallagher's death was being investigated as a homicide. The investigation is still in its beginning stages, police spokesman Officer Damon Ing said.

"As anybody can attest to, including parents, this is a disturbing case," he said.

Investigators with Saginaw police, the FBI and the North Texas Major Case Investigative Team will continue to work through the night to solve the case, Ing said.

The FBI, Texas Rangers and local authorities are trying to reconstruct the last hours of life for 6-year-old Alanna Gallagher. She was found dead and wrapped in a tarp on Monday. The medical examiner is still working to determine the cause of her death.

"We're going to work through the night, as we have been, ever since we were notified of this crime, to make sure that we are relentless in our pursuit to ensure that the person responsible for this is brought to justice," he said.

"We send our heartfelt prayers to the family for the loss of their child," Ing said. "And as you can imagine, they are very distraught at this time."

Residents in Gallagher's neighborhood found the tarp in the middle of the street and, believing it to be garbage, looked underneath. Soon afterward, they called 911 to report the girl's body. They said she was found nude with her hands and feet bound and a bag over her head.

Her body was found at about 7:30 p.m. Her parents reported her missing at about 9 p.m., and neighbors say her father told them she was last seen at about 5 p.m.

Ing said that investigators do not know if Gallagher's body was intentionally left in the road or if it fell off a vehicle.

Saginaw police also do not know if Gallagher was abducted, he said. Her cause of death has not yet been determined, and investigators are still trying to establish a timeline of what led up to her death, he said.

Police believe the slaying is an isolated case, Ing said.

"I can assure the community of Saginaw and all surrounding areas that you're perfectly safe in this community," he said.

Saginaw police requested the FBI assist in their investigation. A FBI Evidence Response Team collected evidence and took photographs of the crime scene early Tuesday morning.

According to a FBI receipt of seized evidence, federal agents took a blue-gray tarp, electrical tape, and Wal-Mart plastic bags from a car registered to the victim's parents. The car is parked on the street in front of where the 6-year-old victim lived. Agents also searched the girl's home, where she lived with two siblings, her parents and another man.

The girl's uncle told NBC 5 that his niece's family had recently gone on a camping trip.

The family is not suspected in Gallagher's death, Ing said. Her family has been talking with counselors at the police department.

"We have many leads to follow -- not necessarily suspects individually -- but, at this time, the family is not suspected," Ing said. "We are basically trying to help them through their time of grief."

No arrests have been made in the case and no suspects have been named.

Gallagher's aunt, Teresa McDaniel said the child was very loved by her parents and siblings.

"I just broke down and cried," she said. "There was no speculation as to whether it was her, not her. When I read how she was found, I just broke down."

"I break down and cry when I hear one of these stories on the news, but to find out that's my niece -- that's something that you can't hold on to anymore," McDaniel said.

Gallagher was a "bubbly and always happy" kindergarten student at Willow Creek Elementary, the Eagle Mountain-Saginaw school district said in a statement Wednesday. The district's thoughts and prayers go our to her family and friends, the district said.

"We will continue to support our students, parents and staff that have been deeply affected by the events of recent days," Superintendent Jim F. Chadwell said. "It is imperative at this difficult time that we come together as a community to share our grief."

Police are looking for a red pickup truck with a splash of green paint that they believe may be connected to Gallagher's death but are also seeking any other information in the case.

Grapevine police are trying to catch two thirsty thieves who have a taste for fine wine.

Police say two men stole close to $2,000 in wine from a Tom Thumb in the 4000 block of William D. Tate Avenue on June 23 and June 24.

Each time, they loaded the wine into a cart and walked out of the store without paying. Both thefts occurred during the evening hours, when there are fewer cashiers around.

Police say the thieves have a taste for Duckhorn wine. They've taken more than $1,000 in 2010 merlot and more than $600 in cabernet sauvignon.

One man is dead after police say an Arlington police officer saw him shooting into a crowd outside a busy bar early Thursday morning.

Arlington police say at about 1 a.m. an officer on routine patrol drove into a large shopping center parking lot along the 2400 block of Arkansas Lane and was flagged down by a security guard asking for help with a disturbance outside Star Saigon Bar and Grill.

When the officer got out of his patrol car he saw a man firing into a group of people in the parking lot and that's when the officer shot the man, killing him according to police.

"It was quite surreal actually, just like pop, pop, pop, and it wasn't quite what I would have expected it to sound like," said security guard Howard Humphreys. "Everything happened so quick and so fast but in maybe three or four seconds it was all over and everybody was gone."

Police say the officer was not injured but is on routine administrative leave.

Police say it doesn't appear any other people were hit by gunfire but police are checking local hospitals to be sure.

With a phone to his ear, dozens of workers at his command, and unknown pressure mounting towards a July 4th deadline – Auggie Santore is as cool as they come.

You wouldn't know his name, or his face, but his shoulders are newsworthy – they're the ones taking the blame for San Diego's busted Big Bay Boom Fireworks Display of 2012. That's when thousands of fireworks went off in 15 seconds within minutes before the show was supposed to begin -- disappointing thousands of people who were camped out to watch the display.

"Freak glitch, yeah freak glitch," said Santore whose 123-year-old family company is footing the $125,000 bill for this year's show because it is "the right thing to do" given last year's computer glitch and epic fail.

"There were no demands and no contentious nature. Just a sheer pledge on our part unrequested. We stand by what we do. We're very good at what we do," said Santore who is overseeing the final preparations of four barges filled with thousands of fireworks.

They are all scheduled to be fired off in millisecond increments from San Diego Bay during the county's largest Independence Day display in what's being called the most anticipated pyrotechnic sequel ever in San Diego.

Given the circumstances you might think there is some pressure building.

"We take every precaution in every instance and certainly we understand there is extra scrutiny here, but I can't put people under that type of pressure, because anytime you work under pressure, if you're so nervous, then you start to make mistakes," said Santore.

Mistakes are something he and Garden State Fireworks cannot afford.

The busted display of 2012 was followed by bad publicity and vicious online attacks, one person even writing through Facebook they wished his plane would crash.

Santore says no one wants this year's show to succeed more than him.

"I know the type of preparation, when it was 2 a.m. in May and when everyone was sleeping, I was up working on millisecond increments of this display last year, so if anyone was to be disappointed that would be me considering the amount I invested from my life in the process," he added.

It's a process with more hype than ever.

Santore is just looking forward to watching San Diegans point fingers again – this time, at the sky.

It happened just after 1 a.m. on eastbound Interstate 20 just west of state Highway 360.

Engine 12 slowed down to help victims of a crash when the fire department says an inattentive driver drove into the back of the fire truck.

No injuries were reported in the first accident or the crash into the fire engine.

Irving Assistant Chief Rusty Wilson says a man was seen paddling on the lake Wednesday night but disappeared according to witnesses.

It happened in the 600 block of Brookstone Drive.

The search was called off at 10:30 p.m. Wednesday. Firefighters and the dive team returned to Lake Carolyn to resume the search Thursday morning.

McKinney police say they need the public's help identifying a potential child predator.

Police say just after 11 a.m. on June 28 a mother and her 10-year-old daughter were shopping inside the Target in the 2000 block of North Central Expressway when the girl says she was approached by a man who allegedly patted her on the buttocks and told her she was sexy.

The girl ran to her mother a few aisles over and her mother contacted a store employee but they were unable to locate the man, according to police.

Surveillance video doesn't show the incident the girl described because it was not in view of a camera, but police say the video did show the girl in the electronics section while the man watched her from the next aisle and police say it appears he was masturbating.

Police released video from the surveillance video as the man left the store. No information on the vehicle the man drives was available.

Police urge anyone who recognizes the man to call the McKinney Police Department at 972-547-2700.

A major U.S. bank is donating $5,000 to cancer research after one of its employees in Southern California mistook a cancer patient for a serial bank robber with a penchant for wearing a surgical mask during heists.

A Wells Fargo teller flipped the silent alarm, believing the 57-year-old patient may be the "Surgical Mask Bandit" employees had been warned about five days prior. Police were called to the bank branch in Montebello, east of Los Angeles, for what became an upsetting and confusing encounter.

"It was a horrible experience for someone with cancer to go through," the man's fiancée told NBC4.

Joe Jaramillo visited the Wells Fargo on Whittier and Montebello boulevards shortly after 9 a.m. June 28, his fiancée said.

Because he underwent chemotherapy the day before, Jaramillo was wearing a surgical mask and hat when he approached the teller. He explained to the teller why he was covered up, according to Beatriz Ramirez, the patient's fiancée.

The teller told Jaramillo to sit down because there was a discrepancy with his account, Ramirez said. Within minutes, Jaramillo was surrounded by police who ordered him to put his hands on his head. They asked why he was wearing a mask.

He replied, "I'm a cancer patient. I have cancer," Ramirez said.

Officers searched through Jaramillo's car before apologizing to him for the misunderstanding, Ramirez said.

"Somebody in his situation should not have had to gone through at all," Ramirez said.

The so-called "Surgical Mask Bandit" for which Jaramillo was mistaken is wanted in connection with armed robberies in La Habra and San Juan Capistrano. He is described as a white male, between 35 and 45 years old, about 200 pounds, according to a Wells Fargo internal security notice.

The robber typically wears a surgical mask, khaki pants and sunglasses, and carries a black gun and a blue water cooler, according to a Wells Fargo internal security notice.

Jaramillo's fiancée said the cancer patient was wearing shorts and flip-flops the day of the incident.
Wells Fargo released the following statement Tuesday to NBC4 about the case:

"Wells Fargo extends our sincerest apologies for any embarrassment or discomfort Mr. Jaramillo experienced during his recent visit. Unfortunately, the mask and hat he was wearing matched the description of a serial bank robber that has been targeting banks throughout the Southland. Our team members were on high alert, and we're deeply sorry that Mr. Jaramillo was mistaken for the suspect the FBI refers to as the "Surgical Mask Bandit."

"We feel very badly about the situation, and completely sympathize with Mr. Jaramillo as he undergoes his fight against cancer. As a sign of respect, and an act of good will, Wells Fargo is making a $5,000 donation to the cancer charity of Mr. Jaramillo's choice."

Jaramillo chose to give the money to the American Cancer Society, his fiancée said.

Group Plans 'Toy Gun March' on Washington

Gun rights advocates will march on the National Mall Wednesday -- and they'll be armed with water pistols.

The group will begin their Toy Gun March at 9 a.m. at the Memorial Bridge, making their way to the Washington Monument for a rally at 10:30 a.m. Events that follow include a water gun battle, face-painting and a game of kickball. Attendees will be able to refill their water guns from a 160-gallon tank.

Organizers say they want to promote responsible gun ownership and place gun owners in a better light. Participants have been asked to carry toy pistols with orange tips, water guns, nerf guns, and "anything peaceful to make a statement about our 2nd amendment rights," the organizers posted on Facebook.

The Toy Gun March was scheduled after a march with real guns planned for Thursday was canceled. The U.S. Park Police also issued a reminder that D.C. law prohibits carrying a rifle or shotgun within the city.

"Due to the fact that it is currently illegal to carry a loaded firearm into the District of Columbia, we liberty lovers have decided to tweak the nose of big government and show Obama what a clown he is for trying to restrict our natural rights," Toy Gun March organizers wrote.

The National Park Service will inspect realistic-looking guns to ensure that they are fake, organizers said, urging participants not to squirt the officers or aim their guns at them.

The event on the National Mall after the march will last until 2 p.m.

The group is also donating toys and collecting money for Toys for Tots.

Investigators Piecing Together Slain Child's Final Hours

Police have more questions than answers after a 6-year-old girl was found in the middle of a Saginaw neighborhood bound with a bag over her head underneath a tarp.

Police announced no arrests or progress in the investigation Wednesday morning and have not officially released the girl's name.

The 6-year-old was a student at Willow Creek Elementary School in Eagle Mountain-Saginaw Independent School District. The district says they are bringing in grief counselors to the school later this morning.

The Tarrant County Medical Examiner's Office has scheduled a Wednesday autopsy on the girl to find her official cause of death.

Vigil Held for Slain Child Found Under Tarp in Saginaw

A vigil was held Tuesday night at United Methodist Church in Saginaw for the 6-year-old Saginaw girl who was found tied up and wrapped in a tarp on Monday night.

A Saginaw neighborhood is in shock and looking for answers after the gruesome discovery of a girl's body in a residential street. The FBI is helping with the investigation as a memorial grows on the street.

The FBI and Texas Rangers joined the investigation after Saginaw police say the young girl's body was found bound with a bag over her head underneath a tarp about a mile away from her home.

Saginaw police requested assistance from the FBI after the body was removed. An FBI Evidence Response Team collected evidence and took photographs of the crime scene early Tuesday morning.

Agents also searched the girl's home, where she lived with two siblings, her parents and another man.

Neighbors said the 6-year-old would sometimes wander the street by herself.

Police are looking for a red pickup truck with a splash of green paint that may be connected with the case. Anyone with information is asked to call 682-888-3682 or 682-888-3684.

Vigils Held for Girl

Vigils for the girl were held Tuesday night with the first memorial at United Methodist Church in Saginaw.

"I just hope they catch whoever did this," said Stacy Valenzuela, who didn't know the victim but attended the service with her 10-year-old daughter. "My biggest concern is it was somebody's little girl. And just having little girls of my own, makes my heart hurt. It makes me sick."

Another impromptu candlelight vigil was held near the spot where the girl was discovered.

Katie Whiddon said she and her son were among several people who discovered the girl's body after they tried to remove what they believed was trash in the street.

"My son started feeling around and said, 'Mom, I think there's a body in there.' And I said, 'No, no, no,'" she said.

Residents discovered the tarp in the middle of the street near Roundrock Drive and Cindy Lane on Monday night.

"At first, I just thought it was some rubber stuff ... and then I got a closer look, and all I saw was a bag, and I saw some hair sticking out and so, I was like, 'Oh my God. It's a girl!'" John Smith, 18, said. "And that's when I dropped to my knees and just started crying."

"Every time I walk out that front door, I'm going to look over here and know I found a little girl -- someone's little girl that's just sitting here miserable in the middle of the street dead, and her family's out there wondering where she's at," Smith said.

"I was panicking," Whiddon said. "I was freaked out. How can somebody hurt a little girl?"

Emergency crews rescued a driver trapped by rushing water after his car crashed into a San Diego fire hydrant early Tuesday.

San Diego Fire-Rescue responded to the crash at Euclid Avenue and Market Street in Chollas View around 12:40 a.m.

Crews discovered the man trapped inside his car with thousands of gallons of water pouring out of the broken hydrant.

The geyser created by the crash shot approximately 80-feet into the air.

Water was turned off 45 minutes after the crash but it took crews over and hour to get the driver out.

San Diego police are investigating why the man slammed into the hydrant but say it doesn't appear to be a case of driving under the influence.

Teen Steals Family Hearse: Police

A teenage girl found herself in handcuffs yesterday after an alleged joyride in a unique family vehicle.

Carly Zale is accused of stealing a hearse from the Zale Funeral Home on the 700 block of N White Horse Pike in Stratford, N.J., just before 11:45 a.m. Tuesday.

Zale, 18, is the daughter of the funeral home's owner, according to Stratford Township Police.

Police say she took the black 2000 Cadillac hearse from an open garage at the funeral home. On her way out of the garage, Zale struck the garage wall, according to police.

There was no body in the hearse at the time, according to police.

Pennsauken Police recovered the hearse on Route 130 Tuesday afternoon. They arrested Zale and charged her with vehicle theft, reckless driving and leaving the scene of an accident.

The was the second time in three months that a hearse was stolen from the funeral home. It's unclear who committed the earlier theft.

Glenfield Avenue and both directions of Westmoreland Road south of Illinois Avenue were closed while fire crews battled the blaze.

Texas Ranger, and native Texan, Lance Berkman is donating a fire truck to the Town of West.

West, as you'll undoubtedly remember, was the site of a devastating explosion on April 17 where 15 people, mostly firefighters, lost their lives due to a fire at a fertilizer plant.

Among the material losses were several fire trucks used by the West Volunteer Fire Department.

Berkman got together with the Arlington Fire Department to locate and refurbish a fire truck that will be presented to the City of West during pre-game events at the Ballpark in Arlington on Saturday afternoon.

That same day, the Texas Rangers have invited the 2,700 citizens of West to attend the game against the Houston Astros during City of West Night at the Ballpark.

WIth many Texas volunteer fire departments underfunded, including West, the donation by Berkman and the Arlington Fire Department couldn't come at a better time. 

Berkman, a native of Waco, attended college at Rice and has played in the majors for the Astros, Yankees and Cardinals before his current stint with the Rangers.  Berkman and his family live in Houston.

Woman Arrested For Battery After Kissing Officer on Nose

A Florida woman was arrested for battery of an officer after kissing him on the nose against his will, the Manatee County Sheriff's Office said.

Peggy Hill, 62, was arrested on Saturday when authorities were called to her house for a disturbance, according to a sheriff's office arrest report.

When deputies arrived, they spoke to a neighbor who said he had an ongoing dispute with Hill, the report said. He also said she took a piece of fencing from his property.

Hill invited the officers on her property and denied taking the piece of fencing. She said something was laying up against her fence, so she removed it.

Authorities said she was tampering with the neighbor and that is a felony because of the pending case against her for livestock theft, which she allegedly stole from her neighbor.

When officers were speaking to her, she approached one and kissed him on the nose against his will, the report said. He wiped off the saliva and attempted to arrest her, the report said.

Hill was arrested for battery of an officer and when en route to the jail, she fell and hit her head. Officers took her to the hospital and she was cleared, the report said.

After being arrested, Hill told authorities she had about three glasses of wine before they arrived. She also said the thought just popped into her head to kiss the officer on the nose, so she did, the report said.

Hill is still in jail with a $5,000 bond, according to online jail records.

Dallas utility crews continue to work on a broken water main that turned a Dallas street into a giant wave pool Monday morning.

The pipeline failed near the corner of White Rock Road and Lawther Drive, flooding roads and catching drivers and neighbors off-guard.

City officials said the 2800 block of White Rock Road between Winstead Drive and West Lawther Drive would remain closed for at least one to two days. Temporary detours are being implemented.

Dallas Water Utility crews will work nonstop until repairs are complete.

The cause of the failure is not yet known.

The water has receded from Winsted Drive, but silt remains from the flood waters. A water-line shows just how high the water got before the city could shut off the tap to Dallas' third-largest pipeline.

Lynn Meyer cleaned up and hosed off his driveway after a wild wakeup call from police at his door. Officers warned Meyer about the nearby 7-foot pipeline burst that was flooding his garage.

"The garage was wet, the inside of the car was wet," Meyer said. "It got higher in the backyard, where this guy's car is."

The driver of a once-submerged Honda said he was heading to work at the hospital, but never made it. He couldn't see that water was covering the raod because that area of Winsted Drive does not have streetlights, he said. Like others, he had to wade out in waist-deep water.

"The second gentleman tried to drive out at 5 a.m.," Monica Ferguson. "It was still dark, not realizing. He obviously stopped when his car died."

"It looked like this place was all flooded," said a 6-year-old girl, saying nearby ducks liked it.

"They flew in and then they swimmed," she said.

"It was like a lake, like a river flowing down this way," said Winsted Apartment resident Crystal Szoelloesi.

It took crews more than two hours to isolate the problem in the pipeline, which flows from Jim Miller Road in South Dallas all the way to Belt Line Road in Addison.

"It's a very important pipeline of ours," said Randy Payton, Dallas Water Utilities assistant manager.

Payton said Dallas has other lines and water in reserve, so the break didn't affect customers.

Experts said hot dry weather, Texas soil and an aging infrastructure can be blamed for water main breaks.

"The heat of the summer this time of year pulls moisture out of the soils, causes them to shift, the brittle pipes can't move with the soils so they break," said Devon Tiner, Fort Worth Branch of the American Society of Civil Engineers president.

Rachel Hayden, president of the Dallas branch, said she expects to see more water main breaks.

"It's going to happen no matter what," she said. "You want to try and get out and replace those pipelines earlier before they break, because the disruption to your population is damaging."

Water crews said the line that broke Monday was more than 30 years old. Four water main lines broke last week as summer temperatures began rising in North Texas.

Police are investigating the sexual assault of a woman who was attacked near her gated community in Uptown Dallas.

The woman was attacked near her gated townhome community across the street from Griggs Park in the 2100 block of Clark Street at about 1 a.m. Saturday.

Uptown thrives on young professionals who relish being able to walk all hours of the day and night to many of the shops, restaurants and bars in the area. Its populace is on high alert after the attack.

JoAnna Peters, who lives along Clark Street, said she is more cautious, especially at night.

"I went out last night and ... you do keep a little bit more aware of what's going on around you a bit," she said.

Dallas police said the victim in Saturday's attack was able to awaken several neighbors by screaming and banging on their doors.

A woman who did not want to be identified said her daughter helped.

"I think my daughter handled it wonderfully," she said. "She was able to help, but now I think it's setting in. I think it makes her nervous. I think she's a little nervous about it."

Residents said an abandoned home next the gated area where the attack occurred concerns them, saying it is a perfect place for an ambush. The home's windows are boarded up but the house remains insecure.

The Dallas Police Department has not released a description of the attacker.

The management company for the townhomes and apartments has issued a letter warning residents to take precautions.

Peters said she would walk her dogs with friends at night and carry personal protection, something she wasn't thinking about a week ago.

"I'm used to walking around here at night and not thinking about that anything like that at all," she said. "Knowing that just happened on our street is pretty scary. [I] definitely lost a little bit of confidence in the neighborhood."

The FBI is joining an investigation after police say a child's body was found underneath a tarp on a Saginaw Street Monday night.

Neighborhood children discovered the tarp in the middle of the street near Roundrock Drive and Cindy Lane and thought it was garbage. When they lifted the tarp, they said they found a young girl's body.

"At first, I just thought it was some rubber stuff at first, and then I got a closer look and all I saw was a bag and I saw some hair sticking out and so, I was like, 'Oh my God! It's a girl!' And that's when I dropped to my knees and just started crying," said 18-year-old John Smith.

Witnesses said the girl appeared to be as young as 3 or 4-years-old, though police have not confirmed the age of the victim.

Witnesses also said the girl was naked, had her hands and feet bound together and a bag over her head.

"Every time I walk out that front door, I'm going to look over here and know I found a little girl. Someone's little girl, that's just sitting here miserable in the middle of the street dead, and her family's out there wondering where she's at," Smith said.

Saginaw police requested the Federal Bureau of Investigation assist their investigation after the body was removed. An FBI Evidence Response Team was collecting evidence and taking photographs of the crime scene early Tuesday morning.

"I was panicking. I was freaked out. How can somebody hurt a little girl?" said witness, Katie Whiddon.

Police said there are no reports of any missing children in the area.

Saginaw police officer Damon Ing said an autopsy will be performed Tuesday morning to identify the victim and learn how she was killed. Police will then provide updates with pertinent new information throughout the day.

Police are actively looking for a red pickup truck with a splash of green paint that they believe may have some connection with the case.

Doctors are seeing a spike in a virus that targets children.

Hand, foot and mouth disease, which usually affects infants and children under than 5, is most common during the summer months.

Melanie Melugin, of Frisco, said her daughter, who is almost 2, got it last week. Her fever spiked and a doctor found sores in her mouth.

"It is a terrible virus," Melugin said. "There is nothing you can do about it but wait it out."

Hand, foot and mouth disease is an intestinal virus that can be spread by unwashed hands. The virus causes red spots and water blisters on the palms of hands, soles of feet and the mouth.

It is not treatable by antibiotics.

Melugin said she quickly discovered her daughter wasn't alone when she posted about the virus on Facebook. Several of her friends said their children also had it, as well as some parents.

She made her daughter always washed her hands and tried to limit her contact with her brother, who did not contract it.

A week later, all is well at home.

"[I'm] very, very relieved because now she is back to her happy self," Melugin said.

Man, Woman Found Dead in Grand Prairie Home

The Grand Prairie Police Department is investigating the deaths of two people.

Grand Prairie police received a hang up 911 call early Monday night.

Officers responded to the call at a home on the 900 block of Alspaugh Lane and forced their way in, police said.

Police said they found a man and a woman, both in their 60s, dead from apparent gunshot wounds.

The Dallas County Medical Examiner identified the female as 60-year-old Donna Sanford of Grand Prarie, who lived in the home. No official cause of death was revealed. The male victim has not yet been identified.

Man Surrenders After Hours on High 5 Ledge

The Dallas Police Department spent hours talking a man off the ledge of the High Five interchange Monday afternoon.

Dallas police received a call about a man on a ledge of Interstate 635 and U.S. Highway 75 at about 1:30 p.m., police said. The man was threatening to take his own life.

Officers blocked off all of the streets and ramps leading to the man's location, police said. Officers made contact with the man and called for a negotiator.

The negotiation lasted three and a half hours until the man, whose identity has not been released, surrendered.

All roadways in the area opened soon after the man's surrender.

The man was transported to Medical City Hospital for medical evaluation.

Officer Opens Fire After Dog Jumps From Car Window

An officer shot and killed a Southern California man's dog after it jumped from an open car window and lunged at officers who were taking the Rottweiler's owner into custody on suspicion of interfering with a SWAT stand-off.

Police arrested Leon Rosby, 52, near the scene of the SWAT stand-off in Hawthorne, about 15 miles southwest of downtown Los Angeles. Rosby was walking his Rottweiler, Max, and recording the stand-off with armed robbers on his cell phone camera.

"I never meant my dog to be killed and shot like that," Rosby said Tuesday. "He wasn't just shot. He was executed."

A statement from the Hawthorne Police Department detailed his alleged interference: "This interference included loud, distracting music (from the individual's vehicle), and his intentional walking within close proximity to armed officers, while holding an 80-pound Rottweiler on a long leash-line," the statement said.

The video, posted on YouTube (Warning: Disturbing Content), showed Rosby walking his dog along a sidewalk and recording officers on his cell phone. Another man who was also apparently recording the police incident was standing just a few feet away from Rosby, but he was not approached by officers.

Officers stared at Rosby for several seconds and began walking toward him. Rosby placed his dog into his car and, as officers approached, turned around and put his hands behind his back.

Rosby can be heard saying something about civil rights.

"They had asked me why am I there?" Rosby later told NBC4. "And I said I was filming them so that no one's civil rights were being violated."

The officers handcuffed him and the dog began barking out of one of the car's open windows. The dog jumped out and barked at the officers.

One of the officers reached toward the dog several times, apparently trying to grab its leash. The dog lunged at him and he fired four shots at the dog.

The Hawthorne Police Department statement continued, "Fearing that the attacking Rottweiler would imminently bite the officer(s), one officer fired his duty weapon several times, striking and killing the dog."

The dog fell to the ground, yelping and writhing in the street. The animal's owner, still handcuffed, cried out and his legs buckled.

Michael Gulden, Rosby's attorney, said his client was targeted because he had a pending lawsuit against the Hawthorne Police Department. Rosby alleged that police beat him without cause.

"We'll be amending the complaint to include another excessive force action as well," Gulden said.

Fort Worth police have arrested a man in connection with a fatal shooting that killed four people Monday night, including an unborn child.

According to police, Chanice Renee Reed, 21, Annette Carroll Reed, 39 and Eddie McCuin, 10, were shot at about 6:15 p.m. on the 2900 block of Pate Drive. 

All three of the victims were taken to different hospitals for treatment, including Chanice Reed who was 32-34 weeks pregnant.  Doctors were unable to save any of the victims, including Reed's unborn child.

Fort Worth police have arrested 22-year-old Amos Wells in connection with the shooting and have charged him with capital murder.  Wells is currently being held on a $2 million bond.

"Our investigators are doing everything they possibly can to bring those victims justice, as quickly as they can," Fort Worth police spokesman Cpl. Tracey Knight said.

Dozens of people rushed to the crime scene as word of the shooting spread Monday night. Many of the people, who were said to be relatives of the victims, screamed and cried in the street.

As loved ones grieved, two people at the crime scene were arrested for altercations with police, though neither were arrested in connection with the shootings.

Police reports show Jermey Myers, 20, was arrested for assaulting an officer and Kalie Myers, 18, was arrested for interferring with publice duties for impeding officers trying to guard the crime scene.

Funeral for Slain Sheriff's Deputy

Sgt. Lance McLean, the Hood County Sheriff's Deputy fatally shot in Granbury Friday, will be laid to rest Tuesday morning.

The funeral service will begin at 10 a.m. at Hico's high school football stadium.

McLean was a husband and father of two special needs children. He died from his injuries at 11:45 a.m. Saturday at John Peter Smith Hospital in Fort Worth. 

"He was one of the best. The very best," said Hood County Sheriff Roger Deeds.

Ricky McCommas of Joshua shot McLean. McCommas had a criminal trespass warning to stay away from the home where he shot McLane. McCommas was later shot and killed by police in downtown Granbury.

The other officer injured in the shootout is Granbury police officer Chad Davis. He is recovering from an injured shoulder and bullet fragments in one knee. Davis was released from the hospital on Monday.
